How much does web development cost in Estonia? A EUR guide

Real 2026 numbers for a developer, contractor or agency in Tallinn, from official wage statistics and employer costs to agency rates, with sources.

Web development in Estonia costs roughly €3,000 to €4,500 a month in gross salary for a mid-level developer, which becomes about €4,000 to €6,000 once the employer's social tax and unemployment insurance are added. Senior developers earn around €4,500 to €6,000 gross. Agencies in Tallinn most often charge USD 50 to 99 an hour (about €44 to €88), and Estonian IT company leaders say they expect around €60 to €80 an hour for development work. Contractor rates are the least well documented, at roughly €40 to €60 an hour.

Below are the numbers behind those ranges and where they come from, with Statistics Estonia's official wage data as the anchor. Every figure is sourced at the end.

What developers earn

The best source is Statistics Estonia, which publishes salaries by occupation from tax and employment registers. In the second quarter of 2026:

The official data does not split by seniority, but age is a rough stand-in: software developers under 25 had a median of €2,767, those aged 25 to 34 €4,582 and those aged 35 to 44 €5,123.

Salary sites tell the same story for Tallinn. Glassdoor showed a median base of €3,167 a month for front-end developers (96 salaries) and €4,833 for senior software engineers (405 salaries) in October 2026, with the top tenth of senior engineers around €6,900. Levels.fyi, which leans towards larger tech companies and includes bonuses and equity, showed a median total compensation of about €5,750 a month for senior software engineers in Estonia.

What employing someone really costs

On top of gross salary, an Estonian employer pays social tax of 33% and unemployment insurance of 0.8%, according to the Estonian Tax and Customs Board. So the median software developer at €4,718 gross costs the employer about €6,313 a month, before equipment, recruitment, office and management time.

Contractors

Estonia has an active contractor market, but no independent survey of rates. The figures we found are from platforms: one reports median rates of about USD 27 an hour for mid-level and USD 45 for senior developers in Estonia, based on what developers receive, and another shows an average around €60 an hour across all freelance categories in Tallinn. A fair reading is roughly €40 to €60 an hour, or €320 to €480 for an eight-hour day, for an experienced contractor, but treat that as indicative.

Agencies in Tallinn

Clutch listed 210 web development firms in Tallinn on 1 October 2026. Of the 186 that publish an hourly rate:

Many firms listed under Tallinn are international companies with an Estonian entity, so the lower bands partly reflect offshore pricing. A survey of Estonian IT company leaders published by Äripäev in September 2026 found that, over recent years, most expected an hourly price of about €60 to €80 for IT development.

What drives the price

  • Scope and integrations. Identity (Smart-ID, Mobile-ID, ID card), payments and data integrations add real work. Our guide to Smart-ID and Mobile-ID integration shows what is involved.
  • Languages. Estonian, Russian and English versions need proper internationalisation, not just translated strings.
  • Compliance. As an EU company you need GDPR built into the product, and accessibility is increasingly expected.
  • Seniority and continuity. A senior team that stays for the whole product costs more per hour and less per feature.
  • Design. A front end built from a clear design system is faster to build and cheaper to maintain.

e-Residency founders

Many companies in Estonia are run by e-residents. The e-Residency state fee is €150 today, with no annual fee and a card valid for five years; it becomes a flat €165 from 1 January 2027. It does not change development costs, but it is part of the budget for founders setting up from abroad.

How to compare quotes

  1. Compare fully loaded costs: gross salary times about 1.34, plus recruitment and management.
  2. Ask agencies for a fixed price for a defined scope, not only an hourly rate.
  3. Check who writes the code and whether they stay for the whole project.
  4. Ask how identity, payments, languages and GDPR are handled.
  5. Start with a small paid piece of work in your own repository.
