A website price in Riyadh runs from a few thousand riyals for a template site to well over SAR 100,000 for a bilingual company site or store from a premium agency. On Clutch's list of web design firms in Saudi Arabia, the most common rate is USD 25 to 49 an hour (SAR 94 to 184), but more than a quarter of firms charge USD 100 to 149 (SAR 375 to 559).

Built from those rates, a company website that takes one person four to six weeks costs about SAR 15,000 to 44,100 at the common band and SAR 60,000 to 134,100 at the top one. Jeddah's firms charge in the same bands. A VAT-registered Saudi supplier adds 15%, and many stores face ZATCA's e-invoicing deadline of 1 February 2027.

This guide is for marketing leads and founders budgeting a website in riyals. It shows the sources, what each local cost line buys, and how I scope Arabic-first website design for Riyadh companies.

What 112 Saudi web design firms on Clutch charge

On 5 October 2026 Clutch's Saudi web design list had 112 firms over three pages, each showing an hourly band and a minimum project. I recorded each once, without sponsored or featured cards.

Another 29 firms publish no rate. Of the 88 that state a minimum, 35 start at USD 1,000 (SAR 3,750), 34 at USD 5,000 (SAR 18,750), 12 at USD 10,000, 5 at USD 25,000 and 2 at USD 50,000.

Read the list with care

  • The premium band is thin on proof: 18 of the 22 firms at USD 100 to 149 list the same USD 5,000 minimum, and 4 have a review.
  • Few firms are reviewed: 28 of 112. Of the 27 reviewed firms with a rate, 16 charge under USD 50.
  • An address is not a team: of 36 listings that give the share of staff in the Saudi office, 12 say 10% or less.

Clutch says it may earn a fee for some placements. The cluster you approach decides your quote more than the site does.

One row worked through: 4 weeks × 40 hours = 160 hours, × USD 25 = USD 4,000, × 3.75 = SAR 15,000. At the top, 240 hours × USD 149 = USD 35,760 = SAR 134,100. The USD 50 to 99 band sits between, at SAR 30,000 to 89,100 for a company site. If a designer and a developer both work full time, the hours double.

Run them backwards. SAR 25,000 at SAR 184 an hour buys about 136 hours, under four weeks of one person; at SAR 94, about 267. At the premium band, SAR 8,000 buys about 14 hours. A low fixed price usually means a theme with your content poured in: fine for five pages, wrong for your main sales tool.

What the budget buys: Arabic-first scope, line by line

A quote that says "company website, SAR 30,000" tells you almost nothing. Below are the lines a Saudi company site needs, numbered as I write them into a scope.

Arabic leads for a reason. CST reports that phones carry 99.4% of Saudi browsing, 93.1% of online shopping happens on local websites, and 92.7% of internet users use WhatsApp. A bilingual site is not one site plus a translation; each line costs design, build and testing time:

  1. Every template in both directions: navigation and icons mirror; numbers and logos do not. My Arabic RTL design guide covers what flips.
  2. Arabic type with a web licence, sized for Arabic.
  3. Arabic copy written, not translated, and approved by native reviewers.
  4. Paired /ar and /en addresses with hreflang: Google asks each version to list itself and every other, with an x-default fallback.
  5. One CMS entry holding both languages, so a Ramadan offer never goes live in English only.
  6. Testing in both languages on mid-range phones.

I found no published Saudi figure for what Arabic adds, so ask each supplier to price it separately. My Riyadh website design page lists what that work includes.

Saudi rules that become design work: PDPL, the E-Commerce Law and .sa

PDPL consent and the privacy notice

The Personal Data Protection Law has been fully enforceable since 14 September 2024. SDAIA's privacy policy guideline wants the policy available before data is collected and lists cookie data among what to disclose, and direct marketing needs prior consent with a clear way to stop. In design terms:

  1. A privacy policy link above the first field of every form, in both languages.
  2. A separate, unticked box for each marketing channel: email, SMS, WhatsApp.
  3. Cookie choices where refusing is as easy as accepting.
  4. Fewer fields, with consent stored alongside the lead.

Your lawyer writes the notice; the flows are design work.

E-Commerce Law disclosures

The 2019 E-Commerce Law makes online stores show their name, address, contact methods and commercial registration number, and its 2020 Implementing Regulations add the privacy policy and VAT number. SAMA asks financial institutions to show their licence number, and REGA's regulation, reported in May 2026, requires property ads to show the licence number, a contact method and the price. That is a designed footer, not small print.

The .sa domain and Nafath

SaudiNIC, part of CST, runs Saudi domains through licensed registrars. Its regulation (version 5.0, February 2024) opens .sa to any person or legal entity and ties .com.sa to a commercial registration or a locally registered trade name or trademark.

Hyyat Host, which sells Saudi domains, says one needs Nafath verification and charges SAR 99 a year; Digital Gravity KSA puts .sa domains at SAR 70 to 500. I could not find the Nafath step on SaudiNIC's own pages, so ask your registrar; my Nafath sign-in guide explains the service. Register the name to your company, not your supplier.

Website development cost in Saudi Arabia for online stores

mada first. E-commerce spending on mada cards hit a record SAR 30.7 billion in October 2025, up 68% on a year earlier. I design checkout with mada, then cards, Apple Pay and wallets, each with clear 3D Secure and failure states in Arabic.

Buy now, pay later. SAMA licensed Tamara Finance in March 2025 and Tabby Finance in November 2025. Instalment messages and a pay-later option are priced per provider. I found no Saudi gateway publishing its full fee table openly, so get mada, card and BNPL rates in writing.

ZATCA Wave 25. On 24 July 2026 ZATCA said taxpayers whose VAT-able revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025 must integrate their e-invoicing with the Fatoora platform by 1 February 2027. That is also the voluntary VAT registration threshold, so the wave reaches far into small sellers. Each consumer invoice carries a cryptographic stamp and QR code and is reported within 24 hours. The integration sits in your platform or accounting system; the design work is the Arabic invoice view, refunds and credit notes.

The rates above already include Jeddah's 27 firms. What changes in Jeddah is less the hourly price than what the site must carry.

Since March 2025 the Ministry of Tourism has let visitors check online the licence of hotels and serviced apartments in Makkah and Madinah, so an operator serving pilgrims should show it where guests decide.

The Jeddah cost line to watch is extra languages: each adds templates to test, a copywriter and another hreflang pair. Ask for each as its own line.

Glassdoor's text calls the Riyadh designer figure yearly, but its data marks it monthly; only the developer rows have samples worth leaning on.

A Riyadh web designer and developer at these medians cost SAR 25,333 a month, SAR 303,996 a year in base pay. That buys about 544 to 811 agency hours at USD 100 to 149, or 1,654 to 3,243 at USD 25 to 49. In my app and UI/UX design cost guide, GOSI, the work permit levy, Iqama and insurance added roughly 13 to 20% to a senior designer's salary. Hire when there is web work every week; buy a project when it comes in bursts.

Running costs and VAT: hosting, maintenance and 15%

Webflow and Framer include hosting. For self-hosted sites, Digital Gravity KSA puts hosting at SAR 250 to 10,000 a year and maintenance at SAR 550 to 15,000 a month; ask for both as written lines.

Three-year example. Webflow Premium with Localize is USD 34 a month: SAR 1,530 a year, SAR 4,590 over three years. Framer Pro with one extra locale, USD 50 a month, is SAR 2,250 a year, SAR 6,750 over three. A platform your team cannot edit costs more, which is why I compare Framer, Webflow and Next.js by who edits the site.

VAT. Saudi VAT is 15%, with registration mandatory above SAR 375,000 of taxable supplies a year and voluntary from SAR 187,500. A SAR 60,000 quote from a registered supplier becomes SAR 69,000: mostly cash flow if you are registered, a real cost if not. A supplier abroad charges no Saudi VAT, a registered buyer self-accounts under the reverse charge, and ZATCA lists technical services from non-residents at 5% withholding tax. How to brief and compare website quotes, step by step

  1. Write the site's job in one sentence, with the one action visitors should take.
  2. Say which language leads, which others you need, and who approves each.
  3. List page templates, not pages: home, service, project, article, contact.
  4. List integrations: CRM, WhatsApp, booking, mada and BNPL, your e-invoicing system.
  5. Name who edits after launch. That decides the platform.
  6. State compliance needs: PDPL consent, the disclosure footer, any SAMA or REGA licence, the .sa domain.
  7. Give a budget band and a date, so suppliers scope to it.
  8. Ask for quotes in one structure, naming the people, the template count and the Arabic writer, with VAT and withholding shown separately, then compare line by line.

Common mistakes and red flags

  • One price with no template count, or "Arabic included" with no detail, usually a translated copy.
  • A price far below weeks × rate, often a theme with your logo on it.
  • No mention of consent, cookies or the disclosure footer.
  • The domain or hosting in the supplier's name.
  • Reading directory order as quality, when three in four Saudi listings carry no review.
  • Adding Arabic after launch, paying twice for layouts, URLs and search.
  • Treating ZATCA as accounting only, then redesigning order screens in January.

Is there VAT on website design in Saudi Arabia?

Yes, 15% from a VAT-registered Saudi supplier, usually recoverable if you are registered too. Agree in writing who bears each.

Does my online store need ZATCA e-invoicing integration?

If your VAT-able revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025, ZATCA's Wave 25 requires your e-invoicing solution to integrate with the Fatoora platform by 1 February 2027. Each consumer invoice then carries a cryptographic stamp and QR code and is reported within 24 hours.

Do Saudi website forms need consent under the PDPL?

In practice, yes. SDAIA expects the privacy policy to be available before data is collected, and direct marketing needs prior consent with a clear way to stop. That means a policy link above each form, separate unticked marketing boxes, real cookie choices and a stored consent record.

My recommendation

Senior work like mine is priced above typical local freelancer rates, so I am not the cheapest route to a five-page site. It is worth it when the website is your main sales tool, must lead in Arabic and hold up in English, and will be run by your staff for years.

Write the template list and language plan first, get three fixed quotes with Arabic, consent and any store lines priced separately, and divide each by its rate to see how many weeks you are buying. Data is thin on salaries, Jeddah rates, the cost of Arabic, and hosting and gateway fees. The .sa Nafath step comes from a domain seller, not SaudiNIC. Some reports give Wave 25's years as 2022 to 2024; ZATCA's announcement includes 2025.
